Goku is often considered among other anime character lovers as the most powerful character. Although Son Goku can indeed be a difficult foe for other anime characters to beat, Goku Black – the evil version of Son Goku from the Dragon Ball Super series – is actually the strongest character of all.
One of the things that is clear evidence of Goku Black's strength is that he can still effectively use Zenkai Boost, to increase his strength every time he receives an attack from the hands of Goku, Vegeta, or Trunks. As Goku Black gets used to Goku's body and manages to effectively use it, he is finally able to access the power of Super Saiyan Rose – the opposite of Super Saiyan Blue. By presenting this ability, fans can clearly see the difference in strength between Goku Black and Goku and Vegeta.
This extraordinary power is the result of Goku Black still having access to the Zenkai Boost ability which he will receive every time he fights and every time he takes an attack. Vegeta states that he and Goku are already too strong to accept the Zenkai Boost ability from every fight he does.
Goku Black of course still needs time to really learn the structure of Goku's body and make all of Goku's powers his own, which makes the anatomy of the body finally rearrange everything while also gaining all his fighting experience and strength. This is also evidence of how Goku Black was able to achieve a new form that was different from Goku and Vegeta while still having the same Saiyan cell.

Goku's body was already very strong from the start. In the Dragon Ball Super manga, Goku Black was even able to access Super Saiyan powers before turning into Super Saiyan Rose. This is the only Goku Black achievement that neither Goku nor Vegeta can emulate or do.
The most concrete evidence of Goku Black's formidable power is his ability to continue to evolve which was shown before he merged with his other figure, Zamasu. The Zenkai Boost he always received put him on a different level. This would result in an evolution of his ki manipulation into something so powerful it could even create a portal to another dimension – something that Goku couldn't do.
Goku Black would probably say that he doesn't know the extent of his power level and the evolution that occurs with his body and strength will continue to occur in every fight he experiences. What is also no less powerful is that Goku Black can create a clone of himself that also has the same power.
