Momoshiki Otsutsuki is one of the three members of the Otsutsuki clan who came to earth in search of the greatest Chakra power on the planet – which power is within Naruto. Momoshiki had time to fight Naruto and Sasuke at once, but in fact the two of them were still no match for a Momoshiki.
Every Otsutsuki who runs a mission, always goes in pairs. Momoshiki himself is a partner of Kinshiki Otsutsuki. Momoshiki is several times stronger than Kinshiki. So naturally, then Momoshiki became one of the biggest threats to the shinobi world. After eating Kinshiki, Momoshiki was even stronger, even his strength was able to withstand the attacks of Naruto Uzumaki and Sasuke Uchiha simultaneously.
Even so, in the end Momoshiki himself was defeated. Unfortunately, before Momoshiki actually died, he then touched Boruto. That's why from then on, Boruto became a vessel for Momoshiki. The reason is, Momoshiki not only touches, but also transfers data about himself through the Karma seal to Boruto.
Momoshiki's ability is indeed very powerful, one of the most attention-grabbing is his ability to stop time. The moment occurred in chapter 10 of the manga Boruto: Naruto Next Generations, where Boruto was shown to have defeated Momoshiki. After the fight, Boruto then met Momoshiki who was on top of the sacred tree or the Shinju tree that was destroyed by Boruto's Rasengan.

What's interesting is that when that moment occurs, time seems to stop. Sasuke, using his Rinnegan, seemed to notice this. Sasuke himself seemed unable to do much, because his body was stiff, just like Naruto who was next to him. However, this is what then led to a debate among fans. Some believe that Momo then stopped time.
They reasoned that everyone there – Sasuke and Naruto – was clearly not moving. Only Momoshiki and Boruto were able to move freely. However, some other fans think that it is not the ability to stop time. But the time difference is huge. As we know, the Otsutsuki clan is a special race compared to humans. Controlling time may be one of their abilities.
Other fans think that the technique is similar to Tsukuyomi, where a few seconds in the real world equals days or decades in the genjutsu world. Apart from that, another reason that the moment might just be time being slowed down is due to the difference in the depiction of the scene between the manga and the anime. There was the sound of wind and hair moving. If it was time that stopped, of course there wouldn't be such a thing.
It remains to be seen whether one day Boruto, with the power of Karma within Momoshiki, will be able to do the same. Or maybe the ability can only be used in certain circumstances.
