Goku and Gohan Training During Cell Games
Ahead of the Cell Games, Saiyans like Goku, Gohan Vegeta, and Trunks train very hard in the Hyperbolic Time Chamber for some time. They were divided into two groups. When Vegeta and Trunks tried to find a form other than Super Saiyan to increase their abilities, Goku and Gohan realized that it would not be effective.
They realized that increasing one's strength level to a higher level would result in a decrease in one's speed and agility. Therefore, they prefer to use Super Saiyan 1 as their base form. Super Saiyan transformations require an enormous amount of power, and they will be depleted more and more as they increase their transformation level.
Using the basic form of the first Super Saiyan will save more energy when transforming to the next level. This energy can then be used to drastically increase their fighting potential. Goku and Gohan alone spend a lot of time maintaining their Super Saiyan form, without returning to their original form. This was probably due to the results of his training in the Hyperbolic Time Chamber.
It became known as Full Power Super Saiyan. Using the Full Power Super Saiyan technique then becomes an important condition for the next transformation. Gohan can't become Super Saiyan 2 when he doesn't make Super Saiyan his base form. To be able to master or learn even more powerful Super Saiyan transformations, a Saiyan must first master the Full Power Super Saiyan form.

Can A Saiyan Continue Using Super Saiyan 2 or 3?
Goku, Gohan, and Vegeta can stay in Super Saiyan form for very long periods of time – and it's also a form of training. However, can they spend a lifetime as Super Saiyan 2 and 3? The three initial Super Saiyan transformations that appear in the story, are not separate transformations but are enhancements of the same core transformation.
That's why Super Saiyan 3 really really exhausts Goku because he has to burn a lot of energy. Goku actually uses up a lot more energy than he normally expends. It's very natural, Super Saiyan 2 and 3 can only be done if the Saiyan wants to use most of his strength.
Just like Kaio-Ken Technique, Super Saiyan 2 and 3 require a lot of energy to be able to maintain it. By maintaining both forms, Goku indirectly improves his basic form, and makes him even stronger. However, technically, Goku cannot "retreat" from Super Saiyan 2 or 3 to Super Saiyan 1 or Super Saiyan base.

Can Forever Be Super Saiyan God or Super Saiyan 4
What's interesting is that there is another transformation that can keep all users on the form, if they wish. The Super Saiyan God and Super Saiyan Blue forms are considered to be easier to make in their basic forms. The Super Saiyan God permanently changes the person who channeled the power into his body. After transforming into a Super Saiyan God, their power will forever be shown through this Saiyan transformation.
When a Saiyan who is in the basic Super Saiyan God form tries to activate Super Saiyan again, they will turn into Super Saiyan Blue. Based on this logic, Goku and Vegeta can indeed do the same exercises that Goku and Gohan did during the Cell Saga and try to make Super Saiyan Blue as their base form.
It's the same with Super Saiyan 4. This Super Saiyan form is completely different from Super Saiyan 3 and doesn't consume as much energy as before. In the Dragon Ball Gt series, Goku is shown to be barely able to sustain Super Saiyan 3 for long, but seems comfortable when activating his Super Saiyan 4 form, and is even used for long periods of time.
