The problem with Doflamingo is not only that he is physically strong.

If the battle takes place on land, such as in the middle of Dressrosa and Jinbe is confined to the sea, then Doflamingo will win.
I think Doflamingo's maneuverability will surpass Jinbe's. Not to mention tricks like Awakening.
Jinbe will definitely last a long time. I think the duration of this fight can be up to a dozen hours. But in the end Jinbe will fall while Doflamingo can still hold on.
