Hokage is the highest position in the Naruto and Boruto universe. The position of Hokage has become the subject of contention for many parties. However, there are some characters who want to become Hokage, but fail to fulfill their dream. The reasons for the failure of the following characters to become Hokage vary widely, and here are nine characters who failed to become Hokage.
1. Kiba
Kiba is a childhood friend of Naruto, he is one of the members of the Inuzuka clan who is very skilled with ninja animals. Kiba has a dog who has been his partner for a long time named Akamaru. Kushina is also famous for her high sense of justice, as well as her extraordinary strength. Kushina even managed to defeat a Jounin class ninja when she was still a Genin.

4. Fugaku Uchiha
