Naruto Uzumaki, the current Hokage of Konoha, is the strongest shinobi in the world today. The one who can match his strength is Sasuke instead of the other village Kage.
I don't know why, but the scriptwriter of Boruto so far has presented Kage in Boruto weak. They even feel still stronger in the past Shippuden era than now.

1. When fighting Momoshiki, the Kage are useless when Momoshiki changes form
I became convinced that Naruto and Sasuke are the strongest ninja in the world because of the battle with Momoshiki.
Once Momoshiki had eaten Kinshiki, only Naruto and Sasuke were able to face the Otsutsuki. The other Kage, after being humiliated, then just watched to the end.

2. Chojuro, a Mizukage, was injured by a group of boys
Indeed, Chojuro could end up winning too with just a broken sword. Indeed, at that time Chojuro did not bring Hiramekarei (which Kagura brought).
But still, one of the most confusing moments in Boruto's history was seeing a Mizukage being framed by Shizuma's gang and being pressured.
This became even more frustrating because it was later revealed that the Shizuma gang's abilities might only be at the level of a chunin, so Academy students like Iwabe and Sarada were able to defeat some of them in one-on-one duels.
3. Chojuro has always been pressed every time he fights
Still discussing this Mizukage, Chojuro is miraculously always pressed in every fight he goes through.
Chojuro has so far been in action against the Shizuma gang, Urashiki Otsutsuki, and Momoshiki and Kinshiki Otsutsuki. In each of those fights, Chojuro always ends up being pushed.
I really feel that Chojuro who is younger in Shippuden is stronger than him who has become Mizukage.

4. Kurotsuchi, the Tsuchikage, gets knocked out easily in the Iwagakure plot
Kurotsuchi gets a surprise attack from Lord Ku in Iwagakure. The Tsuchikage had put up a fight, but then he was shown imprisoned in Lord Ku's headquarters.
For this one, Kurotsuchi still has a defense. This Lord Ku could be said to be an artificial human on the same level as the young Onoki.
But still, Kurotsuchi's capture was presented too easily. Not only that, Kurotsuchi was not given a chance to recover his good name. It was Onoki who had to sacrifice to defeat Ku.
Not only that, in the end, it was Konoha genins like Ino-Shika-Cho and Boruto and Sarada who got rid of Ku's men. Kurotsuchi and the Iwagakure jonin lose the spotlight.
5. Gaara who was unable to face Urashiki Otsutsuki
Compared to Kurotsuchi and Chojuro, Gaara actually still felt stronger. Gaara's biggest "failure" was when he failed to anticipate Urashiki's hook attack when Urashiki suddenly appeared on the train.
Gaara was then able to expel Urashiki during the Chnin Exams. However, as soon as Urashiki tried to target Shukaku, Gaara was again overwhelmed by Urashiki.
It's ridiculous, it was Boruto and Shinki who could then urge Urashiki. It's true that Boruto is helped by Jougan, but it's still strange seeing two genin can make Urashiki bother.
Overall, every Kage other than Naruto is highlighted, the scriptwriter of Boruto seems to deliberately make them weak so that Boruto and his gang can have time to act.
So far, only Darui whose weaknesses have not been too highlighted. Even then he could have the same fate if Boruto would visit Kumogakure.
