In Naruto's story, the Kage are the strongest figures in a shinobi village and they are responsible for everything that happens in the village. A Kage must also be willing to give up his life, in order to protect the people in the village they lead. That's why the Kage can be said to be the chosen people in his village.
A person who is appointed as Kage in a village or region must be able to meet the expectations of the people or residents there. Although most of the Kage in Naruto's story are strong figures, there are some figures who have more power than the other Kage.

1. Yagura Karatachi
Before Mei Terumi occupied the position of Mizukage, Yagura Karatachi was the Mizukage in the village of Kirigakure aka he was the fourth Mizukage. Yagura is an intelligent shinobi figure in his time. Yagura himself is the Jinchuuriki of Osobu, the three-tailed beast, who is a source of strength for his village. Yagura had mastered all his powers at a young age, and later developed into the leader of the village.
Unfortunately, it is unknown when exactly Yagura became a Kage in the village of Kirigakure. However, it is possible that Yagura occupied the position when he was still in his 20s. Tobirama Senju is the second Hokage of the village of Konoha, and is the one who has created a Jutsu that is certainly familiar to geeks fans of Naruto characters.
