Pain aka Nagato had become a big enemy in the Naruto series because of the tragic past he experienced.
Nagato lost both his parents during the war because he was killed by a panicked Konoha ninja. Nagato himself was used by Madara and Obito and then still in the war he also lost Yahiko, his best friend and really made himself evil.
Now Nagato uses his tragic past as fuel to do evil in the new Akatsuki. He also often says "Your suffering is not as big as mine." Is that right?
There are also some Naruto characters who have tragic pasts like the following 10!
1. Naruto Uzumaki
Yes, of course, who doesn't know about our main character's past. Naruto also feels the problem of losing a loved one, even since he was born he has been alone because of the death of his parents. After that he grew to be hated by everyone as well.
Naruto himself says that if he doesn't meet people who care about him like Iruka, team 7, and others then he will become evil and take revenge on Konoha, but "bonds" with other people that make Naruto come to terms with his past, what he seeks Kawaki too.

2. Sasuke Uchiha
Sasuke also certainly understands how Nagato would feel if the standard was "losing a loved one". His own brother killed the entire clan and his parents, leaving himself alone, of course that was a tragic past.
Living with hatred for his brother and the goal to kill his brother, eh it turns out that his brother is not completely evil and commits a massacre just to prevent a civil war in Konoha, a combo of regrets Sasuke.
3. Kakashi Hatake
If using Nagato's standard of suffering, then Kakashi is also in the same category. He lost his father for breaking the rules, while helping his own friend.
Life became tougher, Kakashi still lost his partner Obito (he didn't know Obito was still alive at that time), then Rin also died at his hands and not long after that Minato also died protecting Konoha.
Because he lost all his team members, Kakashi had the wrong way in life until finally Hiruzen offered him to be the Jonin mentor of Naruto, Sasuke, Sakura team 7. So Kakashi is "Sasuke" who took the right path.
4. Itachi Uchiha
Being evil, hated by everyone, unable to live freely, massacring his own family was a choice taken by Itachi in order to prevent a civil war that could erupt in Konoha and cause greater chaos.
He spent most of his life carrying this heavy burden and accepting all the hatred so that there would not be many casualties. As Sasuke said, Itachi was indeed a Hokage in the shadows.

5. Obito Uchiha
Almost all of Obito's actions are wrong, but there is a trigger, namely the disappointment he feels, even to the "world" at large. He was indeed used by Madara until he finally got into the wrong path.
Obito is not a talented Uchiha, he only lives with his grandmother, but he has big dreams of becoming Hokage. He "died" for Kakashi and Rin, but he saw Rin killed by Kakashi, since then his view on the world has changed.
If Kakashi is "Sasuke" who chose the right path, Obito is "Naruto" who took the wrong path.
6. Gaara
Being born into the Kazekage family did not make Gaara's life happy. He was born only as a weapon by his father, Rasa. Gaara is the only one of the three brothers who can become Shukaku's Jinchuuriki.
Because of that he lost his mother, he was hated and feared by his family and villagers, even his father always tried to kill Gaara because he couldn't control his powers well.
The only one Gaara thought cared about was his uncle Yashamaru, but he was also ordered by Rasa to kill Gaara, making him completely evil until Naruto was finally "realized" that he wasn't alone.
7. Sai
What Danzo did at Anbu Root was actually very wrong, but somehow the organization was still able to run in Konoha, at least until the leader's death. Sai is one of the victims of the Anbu Root system.
He doesn't know who his parents are, possibly sold or kidnapped since he was a baby, has no family but is given one young ninja who has the same background, in Sai's case it is Shin who becomes his older brother.
Growing up with Shin as brother and sister, only to be pitted by Danzo until one of them dies and the winner will become a great Anbu who has no feelings and emotions so he can carry out missions well, Danzo's version.

8. Tsunade
Back to Nagato's standard of suffering, namely the loss of a loved one, Tsunade is also the same. In the war she lost Dan, her lover and her sister Nawaki who died tragically with a body that can't even be identified anymore, so Tsunade has a phobia of blood.
Tsunade lives as she pleases after that and of course there is no desire to become Hokage, why become Hokage if life is at stake like Dan and Nawaki. But he met Naruto who could change his view of the Hokage. Unfortunately, he lost Jiraiya a few years later.
9. Konan
Yes, I put Konan on this list because all her life she has actually suffered a lot, but we are too focused on Nagato. Konan is also like Nagato and Yahiko, orphaned victims of war, he also lost his parents.
Konan also suffered when Yahiko died, not to mention Yahiko and Konan did have a love affair, so it wasn't just Nagato who had the right to be "angry" because of Yahiko's death.
Not to mention, Konan joined the evil Akatsuki out of necessity, because the only relative she knew was Nagato. In addition he also has to partner with Pain, which is the corpse of Yahiko, the person he likes. Imagine what Konan felt like.
10. Kawaki
If almost all of the characters in Naruto have a tragic past because they live in an era of war, yes. But in the peaceful era of Boruto, there is still a character whose past is tragic too and deserves to be included here, namely Kawaki.
Kawaki was born in a small village, lived with a father who often physically abused and forced Kawaki to work hard since childhood. Kawaki himself at that time lived by believing that his father was a hero.
Even though he suffers from living with his father, he is very disappointed when his father sells him to Jigen. Jigen also promises a better life but it turns out that Jigen almost made Kawaki die as a Karma subject, even after he succeeded he was still trained and modified so hard that he felt like he wasn't human anymore.
Like most of the characters on this list, Kawaki also finds peace in life from his past trauma after meeting Naruto, our hero.
